Sipas socialistit Shalsi privatizimi i 4 HEC-ve është bere ne kundërshtim me ligjin duke i shkaktuar shtetit një dem financiar prej 100 milion euro. Ashtu si lideri i opozitës, deputeti Shalsi deklaroi se nëse partia socialiste vjen ne pushtet do te rishikoje privatizimit e 4 hidrocentraleve Bistrica 1, 2 Ulza dhe hidrocentralin e Shkopetit.
