Qeveria i është rikthyer sistemit te kooperativave bujqësore, një praktike kjo qe prej me shume se 20 vitesh nuk funksionin me ne Shqipëri. Për ish-ministrin e Bujqësisë, Agron Duka, ligji i miratuar ne parlament është i nevojshëm për te shpëtuar bujqësinë shqiptare nga fragmentarizmi, por ne thelb ai nuk sjelle stimul fiskal për fermerët. Ndërsa Ministria e Bujqësisë, hartuese e ligjit, thotë se vetëm duke bashkëpunuar, fermerët do te përfitojnë subvencione shtetërore, apo fonde nga Bashkimi Evropian, te cilat nuk i marrin dot ne mënyrë individuale. Mbi te gjitha, ligji ne fjale është një garanci me shume për shitjen e prodhimit vendas. Problemi kryesor i bujqësisë shqiptare është copëzimi i saj. Sipërfaqja mesatare e fermave arrin ne 1.2 ha. Me ligjin e ri, qeveria i hap rrugën bashkimit te fermerëve ne krijimin e një kooperative, e cila do te jete një njësi ekonomike qe ne bashkëpunim me fermerin do te shërbejë për gjetjen e lendeve te para për bujqësisë, punimin e tokës e deri tek shitja e prodhimit.
