Ne ditën e pare te punës si ministër i shëndetësisë Vangjel Tavo, ka pohuar se spitalet ne vend do ti nënshtrohen një ristrukturimi. Tentativa për këtë reforme ka pasur edhe me pare, duke pare faktin qe një pjese e spitaleve ne qytete janë joeficente me një numër te vogël pacientesh qe nuk justifikojnë as ekzistencën e tyre. Por sipas një studimi te ISKSH kostoja ditore ne këto spitale shkon dy apo edhe trefish e kostos ne spitalet rajonale.
Tavo ka përforcuar edhe njëherë idenë qe hodhi dy dite me pare ne intervistën për "Vizion Plus" se do te ndryshoje procedurat e tenderimit te medikamenteve. Ai pohoi se ka marre edhe mbështetjen e duhur te kreut te ekzekutivit për te zbatuar formule tenderi te hapur për ilaçet dhe jo me negocim siç funksion ne rastet kur tenderi dështon. Do te vendoset një çmim tavan dhe dysheme sipas llojeve te ilaçeve dhe afërsisë se datës se tyre te skadencës. Tavo gjithashtu nuk e ka cilësuar problematike lënien e këtij dikasteri ne dore te aleateve te vegjël te mazhorances demokratike, duke pohuar se ata zbatojnë programin qeverisës pavarësisht se kujt force i përkasin.
