Kroacia është një shembull i mire, qe tregon se çfarë mund te arrihet me reformat e duhura dhe implementimin e tyre. Kroacia do te behet shteti i 28-te anëtar i BE-se ne korrik te 2013. Ne qershor Mali i Zi nisi negociatat ndërsa Shqipëria ende po përpiqet te plotësoje prioritetet kyçe për te marre statusin". Sa i përket vendeve te tjera te Ballkanit, si Serbia dhe Kosova, Fyle kërkoi me shume bashkëpunim dypalësh, për te përmirësuar me pare marrëdhëniet e fqinjësisë e me pas për te aspiruar BE-ne. Edhe një here ne formën e një apeli, komisioneri i BE-se Fyle i beri thirrje shteteve aspirante te plotësojnë kriteret baze, luftën kundër krimit te organizuar, terrorizmit, korrupsionit, implementimin e lirive dhe te drejtave themelore, duke përfshirë edhe minoritetet.
