Sipas ministrit Ridvan Bode është e rëndësishme qe opozita te japë miratimin, pasi skema te do te jete afatgjate. Kreu i Financave nënvizoi se ajo do te jete me nxitëse për punonjësit, me qellim rritjen e te siguruarve, por kjo skeme pritet te shoqërohet edhe me një sere masash. Gjate vitit 2011 qeveria ka shpenzuar rreth 80 miliard leke për pagesat e pensioneve, prej te cilave vetëm 50 miliard janë para qe vijnë nga pagesat e sigurimit te punëtoreve, pjesa tjetër subvencionohet nga buxheti i shtetit. Ndaj deficit i kësaj skeme sa vjen dhe rritet, çka e bën me emergjente aplikimin e skemës se re. Prej kohësh qeveria ka nisur negociatat edhe me Bankën Botërore për gjetjen e një skeme te përshtatshme për t'u aplikuar. Fillimisht u hodh ideja e rritjes se moshës se pensionit, por një tjetër alternative është edhe pagesa e kontributeve ne mënyrë te diferencuar, ne varësi te pagës dhe profesionit.
