Ligji për kontrollin dhe disiplinimin e punimeve ne ndërtim ka nxjerrë ne pah një përplasje mes Ministrisë se Punëve Publike dhe Bashkise se Tiranes. Ndryshimi qe Ministria po i bën këtij ligji duket se ka kaluar për miratim drejt Kuvendit pa u koordinuar me pare me Bashkine e kryeqytetit.
Ne thelb, drafti bën fjale për legalizimin e te gjitha atyre ndërtimeve, te cilave, për arsye te ndryshme nuk iu gjendet investitori. Nga ana e saj Bashkia, edhe pse nuk ka depozituar ne Ministri komente apo sugjerime përkatëse mbi këtë draft, ne thelb ngre pikëpyetje mbi formulimin e ligjit. Ky institucion pretendon se nuk janë te mirëpërcaktuara ne ligj zgjidhja e problematikave qe mund te hasen ne terren, fakt ky i konfirmuar edhe nga kryetari i Komisionit te Veprimtarive Prodhuese, Jemin Gjana. Ligji ne fjale parashikon qe te ti japë zgjidhje te gjitha atyre objekteve qe nuk u gjendjet investitori apo kompania ka falimentuar, te cilat nuk janë hipotekuar. Ndryshimi i tij i hap rrugën legalizimit te këtyre objekteve, qe janë te evidentuara kryesisht ne Tirane.

Law on control and discipline of construction work has highlighted a clash between the Ministry of Public Works and the Municipality of Tirana. Changing that the Ministry is making this law seems to have passed for approval to the Assembly without first coordinating with the Municipality of Tirana.

The law in question states that provide solutions to all those objects that are not states investor or company is bankrupt, which are not mortgaged. Changing its legalization opens the way these objects, which are identified mainly in Tirana.
