Propozimi i projektit të BE-se për asistencë kundër korrupsionit, PACA, që parashikon ndryshim të kushtetutës për kufizimin e imunitetit, u vlerësua si krejt jashtë realitetit shqiptar, prej kryetarit demokrat të komisionit të ligjeve, Ilir Rusmali.
Presidenti Topi tha se ne këtë pike duhet një kompromis i gjerë politik. Ministri Halimi tha se nuk ka nevojë për ndryshime kushtetuese dhe fajësoi Prokurorinë për dështimin e dosjeve të zyrtarëve. Por kryeprokurorja Ina rama u përgjigj se ky institucion e ka të pamundur të hetojë përballë imunitetit. Socialisti Fatmir Xhafaj, propozoi kufizim imuniteti së pari për deputetët e ministrat. Ndërsa anëtari i Gjykatës së Lartë, Ardian Dvorani, tha se gjyqtaret ndjehen të pambrojtur pa imunitet përballë politikës.
