Drejtori i Legjislacionit në Kuvend, Lulzim Lelçaj propozohet nga mazhoranca për të zënë vendin bosh në KLD, pas largimit të Lefterije Lleshit në krye të KQZ. Opozita në komisionin e Ligjeve e kundërshtoi këtë kandidaturë, si thellësisht politike pasi ai është një vartës i kryetares së Kuvendit Jozefina Topalli dhe së dyti, se Lelcaj nuk ka patur asnjë përvojë në gjyqësor veç eksperiencave si jurist në administratë. Lulzim Lelçaj mban që prej vitit 2006 postin e drejtorit Juridik dhe atë të Legjislacionit në parlament.

Director of Legislation in Parliament, Lulzim Lelçaj proposed by the majority to occupy the vacant seat on the High Council of Justice, following the departure of Lefterije Lleshi on top of the CEC. Opposition to the Law Commission rejected the nomination, as deeply political as it is a subordinate of the Assembly Speaker Topalli and secondly, that Lelçaj there has been no judicial experience in addition to experience as a lawyer in the administration. Lulzim Lelçaj since 2006 holds the position of Director of Law and Legislation in Parliament.
