Me shume se 6 mije banore ne zonat e Kukesit dhe Peshkopisë vijojnë te vuajnë qe nga e premtja mungesën e herëpashershme te energjisë elektrike. Por rreziku me i madh është se nuk dihet ende se sa do te vijoje kjo situate, pasi kompania e shpërndarjes "CEZ" duket e vendosur për te mos rilidhur energjinë për ata konsumatore qe janë debitorë qe nga viti 2007. Ne top listën e qyteteve qe kane nivelin me te ulet te arkëtimeve janë Kukësi dhe Tropoja me 5%, me pas vijnë Peshkopia dhe Shkodra me afro 40 % te arkëtimeve. Dy qytetet me nivelin me te mire te arkëtimeve, ne masën 98 % janë Korça dhe Gjirokastra. Qe nga viti 2007 e deri tani konsumatoret familjare janë ata qe kane me shume detyrime te papaguara ndaj kompanisë se energjisë, shuma e te cilave i kalon te 30 miliardë leke. Sistemi energjetik është ne një spirale borxhesh, zanafilla e te cilave nis nga vete shteti, i cili prej vitesh ka kultivuar kulturën e mos ndëshkimit te qytetareve qe nuk paguajnë energjinë, e për rrjedhoje, ka krijuar ne mal me borxhe. Për te vijuar me tej edhe me qeverinë, e cila edhe pse privatizoi kompaninë me te madhe te energjisë, vijon te mbetet debitore ndaj saj ne shume te mëdha.
