Edhe pse një ore e gjysme me vonese nga afati i përcaktuar, juria ka përzgjedhur mes 7 konkurrenteve, dy studiot me te mira por jo fituesen. Sipas kryetarit te bashkise Lulzim Basha mes britanikes 'Grimshaw' dhe turke- britanikes 'Dar Grup', do te vendosin kryeqytetasit se cili projekt do te zbatohet ne terren. Por cilat janë te përbashkëtat dhe dallimet e dy masterplaneve te përzgjedhura si me te mirat për zhvillimin e veriut te Tirane? Studioja turke-britanike Dar Grup një nga pretendentet kryesore e koncepton Tiranen veriore me hapësira te gjelbëria dhe me një qendër e re ekonomike dhe tregtare. Bulevardi kryesor do te ketë dy parqe te mëdhenj liqenore, ndërsa përgjatë lumit te Tiranes sugjerohet vendosja e bizneseve dhe qendrave te mëdha tregtare. Dar Grup me projektin e saj parashikon qe deri ne 2020, 50% e biznesit te përqendrohet ne veri te Tiranes, 25 % e popullsisë kryeqytetase do te jete këtu ndërsa do te hapen rreth 200 mije vende te reja pune. Britaniket Grim Shaw synojnë rritjen e cilësisë se rrugëve, shtimin e hapësirave te gjelberta ndërsa sipërfaqja shtese deri ne Paskuqan mendohet një zone bujqësore dhe kulturore me ndërtesa te ulëta me përjashtim te pallatit te drejtësisë i cili konceptohet gjigant. Ndërsa lumi i Tiranes mendohet një zone tërheqëse për vitoret dhe turistet.
