A tugboat engineer off Tybee Island, Georgia, watched a possible tornado form over the sea on Tuesday, May 23.

WSAV called the funnel cloud a tornado, but the National Weather Service out of Charleston has yet to confirm it. A tornado watch warning had earlier been issued for the area.
