Since March 2015, the mayor of El Alto, in Bolivia, is opposition's Soledad Chapeton, even though the city is traditionally considered a bastion of President Evo Morales loyalists. The Americas Quarterly magazine recently chose her as one of the five political hopes of Latin America.
