Ndryshimi i raporteve ne këshillat bashkiak pas largimit te LSI-së nga qeveria dhe klima e nxehte parazgjedhore, përplas demokratet dhe socialistet ne bashkine e Durrësit. Këshilltarët demokrate padisin ne prokurori kryebashkiakun e Durrësit Vangush Dako, per shkelje te ligjit per taksat dhe tarifat vendore. Sipas demokrateve, Dako ne kundërshtim ne ligjin e miratuar ne kuvendi penalizon me tarifa me te larta biznesin e vogël te qytetit bregdetar. I menjëhershëm ka qene reagimi i kryetarit te bashkise se Durrësit. Vangjush Dako deklaron se bashkia kete vit nuk ka miratuar paketën fiskale per shkak te bllokimit te këshillit bashkiak nga demokratet. Sipas tij ne Durres po aplikohen taksat dhe tarifat e nje viti me pare. Dako u ben thirrje demokrateve te shkojnë ne këshill bashkiak per te miratuar buxhetin, proces qe ka bllokuar çdo shërbim dhe investim ne Durrës. Situata ne këshillin bashkiak te Durrësit është e ngjashme me bashkine e Tiranës dhe shume njesi te tjera vendore. Me kalimin ne opozite te demokrateve, këshillat bashkiake nuk mblidhen me, duke rrezikuar tashme jo vetëm investimet, por edhe shkrirjen e vete këshillave.
