Dalja jashtë rregullave të lojës e KQZ rrezikon procesin zgjedhor, duke mos arritur objektivin madhor, qe per drejtuesit e forumit civil, është konsolidimi i shtetit te se drejtës dhe integrimi i vendit ne BE. Ish-presidenti Alfred Moisiu kërkon qe institucioni zgjedhor te jete i pavarur, duke ngritur shqetësimin për funksionimin e tij me 4 anëtare. Por shqetësimi nuk lidhet vetëm me pavarësinë e KQZ por dhe me faktin se si po shpenzohen financat e qeverise. Forumi civil i bën thirrje partive politike ta rikthejnë ne gjendjen normale KQZ , ne kushtet kur shume shpejt prezenca e 7 anëtareve do te jete e domosdoshme për vendime te rëndësishme qe lidhen me procesin zgjedhor.
