Grupimi i një sere shoqatave te shoqërisë civile bën përgjegjës për këtë situate Bashkine e Tiranes, e cila sipas tyre hesht dhe nuk bën detyrën e saj. Kësaj indiference sipas Lames, i shtohet edhe ajo e institucioneve te tjera qe duhet te prononcohen për ndërhyrjet ne Parkun e Tiranes.
