Nisma është shpallur nga kreu socialist Edi Rama, gjate tryezës për këtë çështje te organizuar ne Himarë. Rama sqaroi se gjate qeverisjes se nesërme te PS, nuk do te ketë asnjë ligj për çështjet e pronësisë ne zonat bregdetare, pa marre me pare mendimin e banoreve. Kreu socialist tha ne fund se agjencia e zhvillimit te bregdetit është një trupe qe do te formësohet posaçërisht për t'i dhënë vëmendjen e duhur kësaj zone ku është përqendruar dhe vëmendja kryesore e turizmit.
