Bashkia e Tiranes prezanton Planin e ri Urbanistik për kryeqytetin, i ndërtuar ne 2 shtylla kryesore: modernen dhe evropianen. Gjate prezantimit për here te pare ne publik, kryebashkiaku Lulzim Basha u shpreh se plani nuk është vetëm një njolle urbanistike, por synon te ndërtojë një raport te drejte mes interesit privat e shoqëror. Basha tha se projekti u hartua përgjatë 10 muajve dhe përfshin zërin e çdo qytetari. Plani i ri Urbanistik është konceptuar për një qytet me 1.2 milion banore. E gjithë Tirana është ndare ne 600 blloqe banimi. Ne te parashikohen jo vetëm hapësirat publike, por edhe katet e pallateve. Veç unazës se vogël dhe asaj qe është ne ndërtim, urbanistet kane projektuar edhe 3 unaza te tjera për te lehtësuar trafikun. Por është menduar gjithashtu t'i jepet një frymëmarrje edhe rrugëve hyrëse e dalëse te Tiranes me pjesët e tjera te Shqipërisë. 7 polet kryesore te kryeqytetit do te kenë funksione te ndryshme. Kështu qendra do te jete kryesisht administrative, poli lindor do te orientohet tek sistemi shëndetësor, zona e kinostudios do te jete multimediale, ne zonën dalëse te Kombinatit është parashikuar te ngrihet qendra olimpike sportive, megjithe pikëpyetjet për largësinë, zona e liqenit artificial te ruaje natyrën rekreative, poli i Stacionit te Trenit do te përmbledhë bizneset, ndërsa Parku te ish-Fusha e Aviacionit do te ofroje shërbime. Për vite me radhe nuk ka munguar debati për Planin Urbanistik. Megjithe deklaratat e drejtuesve aktual te njësive vendore se Tirana nuk ka patur kurrë plan, te majtët qe ishin ne krye te Bashkise deri para 10 muajsh kane pohuar se projekti ishte i finalizuar por i bllokuar nga qeveria.
