Ne kohen kur ndërtimi i mbi 200 hidrocentraleve ne vend përben nje nder prioritetet e qeverise, kryeministri Berisha ka paralajmëruar heqjen e licencave për ato kompani që nuk po zbatojnë afatet e kontratave.
Ne mbledhjen e qeverise, Berisha jo vetëm që ka deklaruar se për shkelësit nuk do të ketë asnjë përjashtim, por ka nënvizuar se në garat për të përzgjedhur kompanitë e tjera te interesuara për ketë sektor, ata do te lihen jashtë. Kryeministri është kujdesur të theksoje se dhënia me konçesion e hidrocentraleve duhet te rishikohet me përparësi, për të mos mbajtur pezull ndërtimin. Mbledhja e qeverise, është shfrytëzuar nga kryeministri Berisha dhe për të vene ne dukje thellimin e decentralizimit. Ai ka kërkuar që pushtetit vendor t'i jepen me shume kompetenca duke e bere ne këtë mënyre të ndare me atë qendrorin ne një sërë pikash si p.sh ne çështjen e taksave. Ndërkohë, kreu i qeverisë kërkoi heqjen e të gjitha barrierave dhe eleminimin e burokracive në dhënien e lejeve, duke i mundësuar lehtësira biznesit. Berisha deklaroi se ekonomia shqiptare është cilësuar si model suksesi duke lënë pas 12 vende të BE.
