Ne 20 seanca plenare te sesionit te fundit te parlamentit, 20 deputete nuk e kane marre fjalën as edhe njëherë te vetme. Duke u bazuar tek te dhënat e procesverbaleve te sesionit te 4 te kësaj legjislature, "Vizion Plus" ka nxjerre emrat e 20 deputeteve qe nuk kane diskutuar asnjëherë, as për ligje e as për replika, te cilat janë te zakonshme ne sallën e kuvendit. Për shkak te marrëdhënies se kushtëzuar qe opozita vendosi me parlamentin pas ngjarjeve te 21 Janarit dhe pastaj pas zgjedhjeve lokale, kjo liste dominohet nga deputete te PS, te cilët kane marre pjese vetëm ne 8 seanca te kuvendit te Shqipërisë. Emrat qe tashme janë te famshëm, por qe nuk diskutojnë ne parlament edhe pse kane disa mandate si deputete janë: Tom Doshi e Sadri Abazi, përkrah tyre renditen deputetet e rinj Artan Gaci, Olta Xhacka, Fidel Ylli, Skënder Hasa, Ervin Koci e Dashamir Tahiri. Nga ana tjetër gjate këtij sesioni, nuk kane folur asnjëherë as politikane te vjetër si Blushi, Fino, Rusmali apo Vangjel Dule. Ndërkaq janë 22 deputete te tjerë, qe kane folur vetëm njëherë ne parlament dhe përveç figurave te reja ne politike, ka edhe ministra apo politikane te konsoliduar, qe iu është dëgjuar vetëm njëherë zëri ne sallën e seancave plenare si Majlinda Bregu, ministrja e Integrimit dhe Fatmir Xhafaj sekretar për çështjet ligjore ne PS. Një nga çudite e këtij sesioni është qe kryeministri Sali Berisha ka folur vetëm 3 here, edhe pse mund te thuhet pa frike se ne këto 3 raste ai ka folur me gjate seç mund te ketë folur gjysma e parlamentit ne një sesion. Për shkak te detyrës si drejtuese e seancës Jozefina Topalli ka folur me shpesh ne parlament plot 542 here, deputetet e tjerë qe kane dominuar seancat plenare janë Gramoz Ruci, Astrit Patozi, Erjon Brace e Spiro Ksera.
