The Brazilian Supreme Court issued two rulings that will enable President Dilma Rousseff to avoid impeachment proceedings and give her more time to muster the necessary votes in congress to prevent such an eventuality. Opposition lawmakers accuse Rousseff of manipulating government financial ledgers, but the court ruled that while she could be bared from running for office it would not be a basis for impeachment and that in addition the president cannot be held responsible for acts committed outside the performance of her duties. teleSUR
