Analysts warn that in an effort to reactivate economic growth, the Peruvian government is facilitating investment by mining companies whose operations exploit local resources but give little to the affected communities in return. A new bill in Congress, already approved in committee, would give land to investors even though the area in question might belong to or be essential to the lives of local residents. Local peasant and indigenous organizations are fighting the bill, charging that it violates the Peruvian Constitution and international law mandating consultations in such cases with the affected communities.
