Cuba is the only country in Latin America and the Caribbean that does not yet have a formal agreement with the European Union (EU). Since 1996, the relationship between the two has been guided by the EU common position. Last year, talks began on cooperation and political dialogue in the context of changes in Cuban economic policy. In today’s program, Cristina Escobar interviews Ambassador Hernan Portocarero, head of the EU delegation in Havana, which works in coordination with the embassies of the 18 EU member states in the country.
