Canadian police said on Monday they had arrested two men accused of plotting an Al-Qaeda-backed attempt to derail a passenger train.

Authorities linked the two suspects, 30 year-old Chiheb Esseghaier and 35-year old Raed Jaser, neither of whom are Canadian, to al-Qaeda-affiliated terrorists in Iran, but said the plot was not state-sponsored.

The two suspects allegedly considered options for a site along a VIA train route in the Toronto area that would cause maximum civilian casualties, according to Canada's National Post.

One scenario involved bombing the tracks of the government-owned rail system to derail a train arriving from New York, but the pair also considered other methods to derail the train.

A tip from a Toronto imam over a year ago sparked the investigation that eventually led to the pair's arrest, according to local reports.

A bail hearing for the two is set to take place Tuesday morning in Toronto.
