A special police department known as the Chengguan has been tasked with clamping down on them. But their methods of "cleaning the streets" are questionable, and in the past few months, reports of brutality have been widespread on Chinese websites. Yet Chinese authorities are determined to maintain stability, seemingly at any cost.
