So what happened to Eugene?

Even though Eugene is guilty for cyber bullying and cyber stalking, but because there are no specific laws against that, he could not be prosecuted based on that.
But there are other laws which can be applied against cyber bullying under the Penal Code, which carries a penalty of imprisonment and/or fine.
