Putin will sign a law banning U.S. adoptions.

The government of Russia is trying to decide if they should allow Russian children to be adopted by Americans.

The bill to ban American adoption has been sent to the Russian president Vladimir Putin.

He has supported the measure and has said in a high-level meeting that he will sign it.

The ban was approved unanimously by the upper chamber of Russia’s Parliament, and is a controversial issue in the country.

Around one thousand Russian children were adopted by parents in the United States during 2011, and since 1999 over 45 thousand children from Russia have been taken in by parents in the US, making America the country that adopts the most Russian children.

Russia’s child rights commissioner Pavel Astakhov released a statement saying: “There is no need to go out and make a tragedy out of it. I think any foreign adoption is bad for the country.”

This decision comes on the heels of other events that have soured the relationship between the United States and Russia recently.

Earlier in 2012, the Russian government ordered the US to stop financial backing for several civil society programs in the country like pro-democracy and public health development.
