Officers find a toddler locked in a dog crate and two other neglected children at a home in Tulsa.

In a horrifying and tragic report, police recently responded to a residence, which was home to three small children living in deplorable conditions. Officers were dispatched to a home in Tulsa, after neighbors heard crying and screaming for 20 minutes and discovered a four-year-old boy naked and locked out of his house in 40 degree temperatures.

Police arrived and heard more screams coming from inside the residence. They kicked in the door and found an 18-month-old little girl nude, locked inside of a dog crate and covered in her own feces.

Officers found yet another female child naked in the master bedroom, sleeping next to the father, 47-year-old William Lewallen. Lewallen was passed out but later told police that he took several prescription drugs including pain medicine, anti-seizure pills and a muscle relaxer along with alcohol before laying down.

Lewallen was arrested and charged with felony child neglect and the children are now in the custody of the Department of Human Services.
