Comptroller and Auditor General (CAG) Vinod Rai's statement that the brazenness in government's decision making is appalling has erupted into a major political storm. The CAG on Wednesday (November 7) criticised the government and sought constitutional status for agencies like the Central Bureau of Investigation (CBI) and the Central Vigilance Commission (CVC) to make them effective instruments for fighting corruption. Reacting to Rai's remarks, the Congress has hit back saying that if he talked about brazenness in decision making, then questions could be raised about the time when he was in the same government. Now the question has risen whether Rai, whose reports on irregularities in coal block allocations and 2G telecom spectrum had created a major political storm, is right in demanding that the CBI and the CVC be freed of government control, or whether he has just touched a raw nerve.In a debate moderated by TIMES NOW's Editor-in-Chief Arnab Goswami, panelists -- Dr. Abhishek Manu Singhvi ,MP, Rajya Sabha, Congress; Dr Chandan Mitra, Editor-in-Chief, The Pioneer & MP, Rajya Sabha, BJP; Amitabh Mukhopadhyay, Former Director General, CAG and TSR Subramaniam, Former Cabinet Secretary -- debate whether the CAG is right in saying that without a constitutional mandate, the CBI and CVC cannot function independently.
