Spain's new conservative government has approved austerity measures, including $11.5bn in spending cuts.
It is also maintaining a freeze on public servants' pay and banning almost all hiring.
It says the budget deficit for 2011 is expected to be eight per cent of national income - the previous government put it at six per cent.
