Rather than deal breakaway rebels a defeat, a government offensive in the Democratic Republic of Congo around the eastern Virunga park led to a counterattack that sent civilians and army troops fleeing across the border. The March 23 or M23 movement, an erstwhile reformed militia led by a mutinous general who is wanted for war crimes by the International Criminal Court, has been fighting for months in the eastern DRC after claiming harassment and attacks by government forces. But after seizing the town, M23 claims it is ready to negotiate with the government. Peter Greste reports from Bunagana.
