The heckler was immediately tackled to the ground and dragged out by security.
Later he told Reuters he was acting according to his conscience and said things most Chinese citizens would have wanted to say themselves.
Hu is in Hong Kong to inaugurate the city's new leader, who was appointed by a committee in Beijing.
Although Hong Kong maintains a free-market status, it still can't elect it's own leaders.
China has promised the direct election of Hong Kong's leader in 2017, but many are skeptical the poll will be truly democratic.
