Officials in India say relief and reconstruction efforts in the flood-ravaged south will run in the billions of dollars. Some villagers have returned home to assess the damage, but for many, there is nothing left to go back to. Aid agencies are setting up makeshift camps to offer some relief with the basic supplies.
