The European Court of Human rights is breaking under its heavy workload and needs urgent reform critics say. A recent UK initiative, which was endorsed by the 47 members of the Council of Europe, aims to cut the Strasbourg tribunal's huge backlog of cases. Those calling for change, say it cannot come soon enough.
