China's National People's Congress New Session Begins

The Chinese regime's National People's Congress—a mostly ceremonial governing body that takes its direction from the ruling Communist Party—started its new session on Monday. In theory the National People's Congress, or NPC, functions as a parliament, and is made up of elected delegates charged with crafting legislation and responding to popular concerns. In reality, the NPC for the most part passes laws that enforce the dictums of the Party. There was much pomp surrounding the opening ceremony, with an address by Wen Jiabao and mention of issues from economic policy to next year's change of CCP leadership. Much of the conversation centered on what it will mean for China when—as most people believe—Xi Jinping takes over for current appointed President Hu Jintao and Premier Wen Jia Bao is replaced by Li Keqiang.
