China's Authorities to Reform One Child Policy Slogans

Chinese authorities announced they are reforming the propaganda slogans they use in the one child policy. The slogans are often threatening, aiming to stop citizens from having a second child. Despite the softening in language, the one child policy itself is not being reformed.

Chinese authorities are planning to reform the sometimes threatening or even sinister slogans they use to enforce the "One Child Policy," state-run "The People's Daily" reported. The policy was introduced in 1979 to restrict China's rapidly expanding population. It applies to Han Chinese who are registered as urban residents.

It's often brutally enforced as local authorities try to meet centrally set targets. The rich can get off easy by simply paying a fine for a second birth. But without money it is a different story, and even rural residents are still subject to some restrictions that vary from location to location.

Local authorities come up with their own slogans in the campaign, which often instill fear in the population. Slogans like this one:

"If today you avoid the one-child policy and run away, tomorrow you will come home to find all your property gone."

Or this:

"We'd rather make your blood flow like a river, it is not allowed to have more than one child."

And these aren't just words, Reggie Littlejohn from Women's Rights Without Frontiers says the policy is enforced with forced abortions that give little attention to the well-being of the mother.

"Two fairly recent cases spring to mind. One is of a woman in October in Shandong Province who was forcibly aborted at six months of pregnancy and who died."

Sometimes authorities go further, beating or even killing family members when they cannot find those targeted for forced abortion or sterilization.
