The decapitated body of a man dumped next to a monument in the Mexican border town of Nuevo Laredo.
The victim was believed to be an active member of a chat room on a community website, Nuevo Laredo Live.
A note found next to his body read: "Hello, I'm the gut scraper and this happened to me for not understanding I should not report using social media."
It is believed he was killed by a drug gang for discussing their crimes on the Internet, and he is the fourth victim whose death is related to social media sites.
The Americas Director at Human Rights Watch believes the drug gangs are acting with impunity.

"In the case of Tamaulipas the victims are bloggers, not professional reporters. They are people who, using their own means, collect news and place it on the internet.
Messages threatening digital activists have been found next to other mutilated bodies, such as that of 39-year-old Maria Marcias - dumped on a busy street in September.
