News has come out of China of another incident of the notorious Cheng Guan- or Urban Management officers-mistreating street vendors. It happened close to Jinan City in Shandong Province. This time, officers met with resistance by several hundred university students who tipped over their vehicle and demanded an apology.
University students clashed with Cheng Guan—or urban management officers—on September 24 in Zhangqiu County near Jinan City in Shandong Province.
Cheng Guan are notorious in China for using violence to remove unregistered vendors from city streets. This time, as a vanload of Cheng Guan officers tried to remove some street peddlers they meet with resistance from local university students.
According to witnesses, the Cheng Guan beat the students too, but were soon surrounded by several hundred students and retreated into their vehicle.
[Zhangqiu Resident]:
"I saw it all. It seems that after the Cheng Guan apprehended the street peddlers in the daytime and beat the students, a conflict occurred, the students started rocking the Cheng Guan's van."
The students smashed the windscreen of the vehicle and tore off the bumper. Eventually they tipped the van over completely. When the police arrived, the students demanded an apology, but they were met with refusal.
The incident highlights how frustrated people are about the Cheng Guan, who frequently beat and intimidate some of society's most vulnerable people, and in some cases even killing them.
A former professor at Shandong University, Sun Wenguang says the students did the right thing.
