Yemen's deputy information minister tells a news conference that the transitional council demanded by the opposition will not go ahead. He says forming a state within a state will lead to a major conflict.

Protests in Yemen continue to paralyze the country. The demands are for President Ali Abdullah Saleh's to end his three-decade rule. Saleh is still clinging to power despite an assassination attempt that forced him to seek treatment in Saudi Arabia.

On Tuesday Yemen's Deputy information minister says the government will not accept the transitional council demanded by the opposition.

[Abduh Al-Janardi, Yemen's Deputy Information Minister]:
"The opposition wants to form a transitional council, it wants to form a state within a state, but this is an invitation to start a huge conflict. So we warn them [the opposition]: we are talking to you now but tomorrow we will stand against you."

Officials had said that Saleh planned to support a Gulf Arab transition plan but again he backed out of signing at the last minute.

The United States and neighboring Saudi Arabia fear a power vacuum in the impoverished country and have been pushing for an immediate power transfer.

An assistant to president Saleh says he is unsure when Saleh will make a media appearance.

[Ahmed Al-Sufi, Assistant to President Saleh]:
"He is ready today, and he was ready yesterday, and he will be ready tomorrow, but he is the only one who can say when he will appear."

Opposition groups and the hundreds of thousands protesting across Yemen want an immediate change in government.

Tens of thousands of protesters have camped out in Yemen's main cities for six months demanding Saleh's resignation.
