The parliamentary leaders of Germany's two biggest parties are joining forces to increase the number of organ donors. Volker Kauder of the Christian Democrats and Frank-Walter Steinmeier of the Social Democrats are working together on draft legislation. It would mean anyone applying for a driver's license or passport would have to decide whether to donate their organs in the event of death. Only 14 percent of Germans are card-carrying organ donors. Many patients wait for years for a donated organ.
