It's not legally binding, but the United Nations Climate Change Conference voted to "take note" of the climate change accord agreed to yesterday by five major nations. The accord, reached by the US, China, India, Brazil and South Africa did not meet the modest expectations for the COP15 meeting in Copenhagen including notably failing to set a 2010 goal for reaching a binding international treaty.
