Authorities are investigating allegations of animal abuse at the Taman Ehsan hardcore poor housing programme (PPRT) in Kudat.

Videos have gone viral showing a group of young boys hurling rocks at a litter of puppies by the staircase while laughing, and another showing a person swinging a newborn puppy which he tied up before throwing it towards the group.
