Miroshnik claimed that the number of civilian casualties has increased due to intensified shipments of Western arms to Ukraine, which are allegedly being used against Russian regions. The majority of victims are civilians, with women, children, and the elderly being disproportionately affected. Between January and June 2024, over 2,500 civilians were reported wounded, and at least 465 were killed due to attacks linked to Ukrainian forces.
