The BBC reports that Elnur Soltanov, chief executive of Azerbaijan’s team at next week's COP29 climate change conference in Baku, has been recorded promoting fossil fuel deals. Soltanov was reportedly secretly filmed while talking about the potential development of Azerbaijan's gas fields to a man posing as an investor.
