Red to Kill is a 1994 Hong Kong crime horror suspense film directed by Billy Tang Hin-shing (鄧衍成).

A psychopathic serial rapist-killer Chi Wai Chan (吳毅將 Ben Ng Ngai-cheung) stalks and kills women that wear red.

A 21-year-old mentally challenged woman Ming-Ming Yuk Kong (鍾淑慧 Lily Chung Suk Wai) is admitted into a home for learning / intellectual disability that Chi happens to run. One day, Ming-Ming happens to wear a red dress for a dance recital that her social worker Cheung Ka-lok (盧敏儀Money Lo Man-yee) puts on. Chi sees Ming-ming wearing red and the terror begins, once again ......

When Cheung finds out, she vows to get revenge on the Chi at any cost.
