Energy minister Chris Bowen insists the government is working to ensure the power grid is as "stable as it can be" despite warnings a hot and dry summer will put Victoria and South Australia at risk of blackouts. The warning is contained in a new report by the energy market operator which has called for urgent investment in new renewable projects to shore up the reliability of the power grid.
