One of the hardest hit communities in the state was the desert resort town of Palm Springs. Videos posted on social media show flooded city streets and mudflows. Palm Springs Mayor Grace Garner said the city's 911 emergency system was disabled due to the storm.
“Now we have flooded all the roads. It is impossible to drive in or out of Palm Springs, and that goes for much of the Coachella Valley. We're all locked down," Garner said.
California Gov. Gavin Newsom has declared a state of emergency for much of southern California, warning of flash floods.
According to forecasters, from 10 to 15 inches (250-375 mm) of rain fell in a day in the mountainous and desert regions of the state. This amount usually falls in a year in this area.
Hurricane Hillary was the first tropical storm in the Los Angeles area since 1939. In San Bernardino County, located east of Los Angeles, an order was issued to evacuate residents of towns located in the mountains and valleys.
As a precautionary measure, California's two largest school districts, Los Angeles and San Diego, have canceled classes.
