Almost six weeks after the rollout of Victoria’s new digital driver’s licenses was announced, the state’s roads authority has emailed nearly 60,000 Ballarat residents addressing them by the wrong surnames. While VicRoads insists that doesn't constitute a data breach, it's raised questions about how well this rollout will go.
