That's how the Education department describes allegations it was profiling members of the Alliance of Concerned Teachers.

The group earlier made the accusation in the wake of a DepEd memo asking for a list of teachers affiliated with them.

But DepEd insists the order is merely part of efforts to improve its human resources system.
