Ukrainian Interior Minister Igor Klymenko says there are now 10 dead in the southern city of Kherson and the region from the breach of a dam that it blames on Russia. Kyiv has accused Moscow of blowing up the dam on the Dnipro River, while Russia has blamed Ukraine.
