The hearing into the prosecution of former Liberal staffer Bruce Lehrmann has heard there were tensions between police and the ACT's top prosecutor before the case even began over concerns there was a low rate of charging for sexual assault cases. The first stage of the inquiry into whether Shane Drumgold was pressured by police not to pursue the case has wrapped up in Canberra.
